Smuggler's Satchel is a satchel filled with random items that spawns on round-start, hidden under a random tile.
It's not visible with a naked eye, instead a t-ray can be used to detect it.

There's a small chance that a briefcase full full of money will spawn instead.
Purchased from a Syndicate Uplink
Can be purchased from Syndicate Uplink for 2 TC (1 TC discounted).
