Consolidating Engi department wikis

I'm planning a project to consolidate several of the current engineering role pages into this one, similar to how Science is set up.

Here's pages that I want move into subpages of Engineering, and likely transclude significant sections from:

• Chief Engineer
• Atmospheric Technician
• Station Engineer
• Technical Assistant
• Hacking
• Power
• Atmospherics
• Construction
• Pipes and vents

The basic structure to follow (again, stolen from Science) will be as follows:

• Preamble - explains what you do in engineering, names the sub-departments and roles.
• Staff - specific roles explained
• Responsibilities
  • Power generation systems
    • Temporary Power
      • AME
      • Portable generators
    • Containment-based power - singularity and tesla
    • Permanent power - TEG (link to Atmo section), solar panels, & Supermatter Crystal, each should have detail pages
  • Atmosphere - distro and waste, fixing spacing and gas leaks, setting up TEG (should have guides linked in separate pages)
  • Construction - simple guide
  • Telecomms
  • Gravity
